BKF Engineers is seeking a dynamic and experienced Utilities Coordination Manager, Senior Project Engineer to lead the relocation of utilities during construction projects and secure new utility services for project activations. This role requires a strong technical and administrative background, with responsibilities that include negotiating master agreements, managing relocation designs, budgets, and schedules, and supervising professional and administrative staff. This position is a key liaison between utility companies and engineering teams, ensuring smooth coordination and execution of utility-related tasks in support of large-scale public works and transit construction projects.
- Plan, coordinate, direct, and review the work of staff, contractors, and consultants for utility relocation and related construction activities.
- Develop and manage project schedules, budgets, and other documentation to ensure compliance with project goals and timelines.
- Act as a liaison between design engineers and agency/utility staff to resolve technical issues and streamline processes.
- Identify and document utility facilities within project limits, including property acquisitions necessary for relocations.
- Oversee field inspections, coordinate pre-construction meetings, and manage procedural guidelines for utility projects.
- Prepare and negotiate Master Agreements with private utility companies, ensuring alignment with project requirements.
- Interpret design drawings and specifications for construction projects, including storm drainage, gas, water, and power utilities.
- Supervise and mentor professional staff and consultants to achieve project objectives.
- Review, process, and validate utility company invoices and budget reconciliations.
- Maintain record-keeping systems, including as-built drawings, data sheets, and utility hit databases.
- Represent BKF Engineers in utility dispute resolution and arbitration as needed.
- Bachelor’s degree in Civil Engineering or a related field from an accredited institution.
- Minimum of 4 years of experience managing the relocation of utility facilities on large-scale public works projects.
- Professional Engineer (PE) Licensure in the State of California is required.
- Valid California Driver's License.
- Experience with transit or highway-related systems is preferred.
- Strong understanding of utility property rights, state laws, and regulations regarding utility relocation and encroachment.
- In-depth knowledge of construction methods, materials, and safety practices, especially for utilities installation and relocation.
- Familiarity with California Public Utilities Commission Tariff Rules and funding regulations for public works projects.
- Exceptional problem-solving, organizational, and communication skills.
- Proficiency in supervising teams, managing consultant contracts, and coordinating complex engineering tasks.
- The typical base salary range for this position is $119,475.20 - $145,579.20 annualized depending upon skills, experience, education, and geographical location. This is an hourly position paid biweekly.
